Special Features for Civil Servants

The gross-to-net calculation for civil servants (Beamte) differs fundamentally from that for regular employees. The most important difference: Civil servants pay no social security contributions.

In short: Civil servants receive on average 75-85% of their gross salary as net - significantly more than employees with approximately 60-65%. The reason: no pension, unemployment, and health insurance contributions.

No Social Contributions for Civil Servants

As a civil servant, you are exempt from the following contributions:

Government Allowance (Beihilfe) and Private Health Insurance (PKV)

Civil servants are typically privately insured. The employer covers a large portion of medical costs through the government allowance (Beihilfe):

  • Allowance rate for civil servants: 50% (without children)
  • With 2+ children: 70%
  • For spouse: 70%
  • For children: 80%

Private health insurance only needs to cover the remaining costs (e.g., 50%), making the premium significantly cheaper than for self-employed individuals.

Typical PKV premium for civil servants: EUR 200-400/month (depending on age and tariff). This premium is paid from net salary and is not included in the gross-net calculator!

How to Calculate Your Net Salary as a Civil Servant

From the civil servant salary (gross), only the following are deducted:

  1. Wage Tax (depending on tax class and salary level)
  2. Solidarity Surcharge (only for high incomes)
  3. Church Tax (if church member: 8-9%)

Note: The PKV premium (approx. EUR 250-350) still needs to be paid from the net salary.
