Gross to Net Calculator for Civil Servants 2026
Special Features for Civil Servants
The gross-to-net calculation for civil servants (Beamte) differs fundamentally from that for regular employees. The most important difference: Civil servants pay no social security contributions.
In short: Civil servants receive on average 75-85% of their gross salary as net - significantly more than employees with approximately 60-65%. The reason: no pension, unemployment, and health insurance contributions.
No Social Contributions for Civil Servants
As a civil servant, you are exempt from the following contributions:
| Social Contribution | Employees Pay | Civil Servants Pay |
|---|---|---|
| Pension Insurance | 9.3% | 0% |
| Unemployment Insurance | 1.3% | 0% |
| Health Insurance | 7.3% + supplementary | 0%* |
| Care Insurance | 1.7-2.3% | 0%* |
* Civil servants pay a private health insurance (PKV) contribution instead (approx. EUR 200-400/month)
Government Allowance (Beihilfe) and Private Health Insurance (PKV)
Civil servants are typically privately insured. The employer covers a large portion of medical costs through the government allowance (Beihilfe):
- Allowance rate for civil servants: 50% (without children)
- With 2+ children: 70%
- For spouse: 70%
- For children: 80%
Private health insurance only needs to cover the remaining costs (e.g., 50%), making the premium significantly cheaper than for self-employed individuals.
Typical PKV premium for civil servants: EUR 200-400/month (depending on age and tariff). This premium is paid from net salary and is not included in the gross-net calculator!
How to Calculate Your Net Salary as a Civil Servant
From the civil servant salary (gross), only the following are deducted:
- Wage Tax (depending on tax class and salary level)
- Solidarity Surcharge (only for high incomes)
- Church Tax (if church member: 8-9%)
You can use our gross-net calculator and:
- Select "Private (PKV)" for health insurance
- Set PKV premium to EUR 0 (the allowance is not considered in the calculator)
Example Calculation: Pay Grade A13

Note: The PKV premium (approx. EUR 250-350) still needs to be paid from the net salary.
Comparison: Civil Servant vs. Employee
With the same gross salary of EUR 5,200:
| Civil Servant | Employee | |
|---|---|---|
| Gross | EUR 5,200 | EUR 5,200 |
| Social Contributions | EUR 0 | ~EUR 1,050 |
| Taxes | ~EUR 553 | ~EUR 490 |
| Net | ~EUR 4,647 | ~EUR 3,660 |
| Net Ratio | 89.4% | 70.4% |
Conclusion: With the same gross salary, civil servants have approximately EUR 1,000 more net per month. However, they must pay their own PKV premium (approx. EUR 250-400) and don't receive a statutory pension.
